First Two Years Free For First-Time, Full-Time Students

What is the NVC PROMISE?

The Napa Valley College (NVC) Promise is a program available to eligible full-time, first-time freshmen students, regardless of family income, who attend Napa Valley College in their first two years after high school graduation. Students who attended College as a high school student (dual-enrolled) are considered to be first-time freshmen and are eligible for this program.

The NVC Promise provides the following benefits for the first two years:

Grant and/or Scholarship to pay covered fees.

Reduced cost parking permits.

Exemption from the Pay-to-Stay requirement.

How are the first two years defined?

The first two years for the NVC Promise is defined as the Summer, Fall, and Spring semesters of the first two academic years immediately following a student's graduation from high school.

Example: Students who graduated from high school in the 2018-2019 academic year would experience their first two years of College in the Summer, Fall, Spring of the 2019-2020 and 2020-2021 academic years.


“One academic year” means the total of the summer term that immediately precedes the first semester or quarter of the fall term, and the two consecutive semesters or three quarters that immediately follow that summer term (AB 19 Section 76396.3(c)(2))

Who is eligible to apply?

Students who meet all of the following criteria are eligible to apply for the NVC Promise.

You are a California resident (or AB540 eligible) for tuition purposes; and


During the previous academic year:

You graduated from High School; or

You completed your GED; or

You earned your high school diploma through Adult Education; and

You submitted the Free Application for Federal Student Aid (FAFSA) or CA Dream Act Application (CADAA for Dreamers); and

You are (or will be) enrolled at Napa Valley College as a full-time student in the Summer, Fall or Spring semesters during the academic year following your graduation from high school. To be considered full-time, you must be enrolled in 12 or more units in each semester you want the NVC Promise to cover your fees.

What does it cover?

The NVC Promise will pay the full cost of covered fees for the summer, fall, and spring semesters (if enrolled full-time for the semester) and a portion of the of the cost for fall and spring parking permits at Napa Valley College. An example of the fees covered by the NVC Promise is shown in the table below.

Combined with the NVC PROMISE, students can receive a two-year degree or certificate for as little as $1,758 in tuition and fees, saving tens of thousands of dollars in the process. Receive the same general education courses for a fraction of the price at Napa Valley College, and transfer to a four-year university with an Associate's Degree through NVC's TAG (Transfer Admission Guarantee) or TAP (Transfer Alliance Program) programs.
